The statement you are referring to is not a company choice but a mandatory legal requirement from the Ministry, as you can see in the document at the following link under the heading "Monacolin K".

This indication is likely due to the fact that most clinical studies have been conducted in people aged between 18 and 70. Outside this range, the data are not yet conclusive and, since the directions are addressed to consumers, this is among the information that must be provided as a precaution.
Use may be considered at the discretion of a healthcare professional, taking into account the patient's medical history and risk-factor stratification.
It should also be considered that over the last 20-30 years monacolin K has been widely used at doses up to three times the current amount, namely 10 mg.
